No, you can't download the applications on PC, since all of them are delivered through Mobogenie to keep track of what you've installed. If you need a certain application, go to Google Search and type the name of the application + the APK and then you can transfer the APK file to phone to install it.
Warning: Before doing that, I recommend installing an antivirus on your phone, because apps might be infected with trojans.
